A New Retirement Plan Proposal

The following article offers an interesting idea to reshape the pending retirement crisis.  It is early in its development but offers somewhat of a cross between a pension plan and the 401(k) plan. 

But I wonder, in this mandatory environment we live, if it wouldn't be easier to just establish a minimum contribution amount (8 - 10% by the employee) + a minimum employer match (4 or 5%) and invest the money in a well diversified low cost portfolio?  How about we just simplify, instead of complicate things.
